Synopsis
Police Inspector Jai (Govinda) lives a middle-class life with his mother (Aruna Irani) and physically and mentally challenged brother Sunder (Govinda in double role). One day he arrests a man named Pandey, and after questioning him, finds out that the person behind this crime was a man named Guman Singh (Raza Murad). He gets on the trail of Guman Singh, arrests him, and keeps him in a cell. Then a series of explosions creat havoc in the city, with the assailants demanding the unconditional release of Guman. With the police having no clue as to the assailants whereabouts or where they are going to strike next, they release Guman. They threaten Jai with dire consequences, forcing Jai to resign from his job. Hoping that he and his family are safe, Jai starts to re-build his life, along with his sweetheart, Sharmila (Divya Bharti). Then tragedy strikes, his mother is killed in an accident, and his brother is abducted by Jagtap Singh (Kiran Kumar) and Guman, who demand that he return a bag containing their valuables.Actors

Nageshwar alias "Don" heads a vast criminal empire. He has an only son, (Ajay Devgn), who is completely familiar with his dad and his business. So is Ajay's wife, who would like to put an end to all these criminal activities. When Nageshwar starts showing signs of ageing, he decides that it is now time for Ajay to take over from him. Kailash Nath is the manager of a bank who lives a comfortable lifestyle with his wife, Savitri, and son, Kishan. He is friendly with the Bank Watchman, Shankar Dayal Khurana, so much so that he arranges the engagement of Kishan with Shankar's daughter, Sanam. Shortly after the engagement, the bank is robbed. Kailash becomes a suspect, is arrested, charged, and sentenced to 12 years in prison. After he completes his sentence he returns home to find that Savitri and Kishan are not traceable. He also finds out that he was framed for the bank robbery by none other than Shankar, who is now the Mayor of this town. In the meantime, Kishan, now grown up, goes to take Sanam home with him as his bride. When she refuses to do so, he forcibly takes her. Kishan is not aware that Sanam is to be married to Pradeep, the only son of millionaire Lalla. Sanam intends to publicly humiliate Kishan and Savitri prior to her marriage with Pradeep due to their poverty.

The film opens in the ruins of Kali Pahari (Black Hills, a decrepit complex of caves), and introduces the vampire Neola. Neola, a Dracula-like vampire, sleeps in a coffin by day, and transforms into a bat at night to hunt humans from the neighbouring villages. He craves a steady supply of human blood, and a supply of fresh young women (so he may seduce them and spread his evil seed). Neola is assisted by a ragtag bunch of servants who lure innocent humans (mostly women) to Kali Pahari so Neola may easily prey on them. His servants include Mahua (a witch-woman), Mahaguru (an evil priest), a tantrik (evil wizard) and various other henchmen that provide muscle for his evil deeds.

Officer Kapil Khanna was a strict enforcer of the law. In order to gain evidence against the local mafia Don D'Costa he seek a favour from his underworld friend Aazam Khan a man with a golden heart. Aazam Khan was successful in securing evidence against D'Costa but the mafia got wise to it and before Aazam Khan could reach the law, D'Costa with the help of his friend Dalpat Dalal liquidated him. The blame of Aazam Khan's death was owned by a petty driver Nathulal for a price paid by Dalpat Dala. Aazam Khan's little son Akbar swore vengeance against Police Officer Kapil Khanna as he felt him responsible. Kapil Khanna's wife delivered a baby boy in the hospital of D'Costa, so did Dalpat Dalal's wife to a baby girl. D'Costa returned Dalpat's favour by interchanging the two on Dalpat's insistence. Kapil Khanna was enraged at this and he took to a legal battle against the hospital authorities.

Wealthy Sharda is in love with poor Vinod Kumar and would like to marry him. But her gangster brother, Vishwanath Dayaram refuses to permit her, as he would like her to marry Nano, a garage owner and fellow-gangster, with whom he already has arranged her marriage. So Vishwanath gets Vinod killed, and Sharda, who is pregnant, runs away and gives birth to a baby boy, from whom she unfortunately separates. Vishwanath has sent his men to kill Sharda and her child at any cost, but she continues to elude them. Twenty years later Sharda does meet her brother - who is just on the verge of killing Sagar - who is none other than her estranged son.
