It is set in the post-apocalyptic near-future about a karate-trained police officer struggling to keep order in a chaotic, unstable totalitarian society. It stars Ronald L. Marchini in the main role and David Carradine in a cameo appearance.
Synopsis
An environmental holocaust, which happened because the sun created an onslaught of solar flares made up of red-hot, radiation ridden plasma that nearly destroyed Earth. This left the atmosphere ridden with solar radiation and increased the global temperature greatly. Because of this catastrophe, it leaves almost every human on earth dead, devastates the environment, and collapses all of society and the global economy. Crime rates have drastically increased, and the few human beings left have decided to fend for themselves, therefore, much of the world, including America, have become totalitarian governments. The people in control are gangs of rampaging marauders. In post-apocalyptic America, the once sovereign society has become a corrupt, crime ridden totalitarian wasteland. The few remaining citizens are either hiding in devastated urban areas or are in control of by a series of gangs that now rule the cities with an iron fist. A former cop, John Travis, is a martial arts expert and spends his days undercover, walking across the barren urban landscape. Travis is doing his best to maintain some kind of order, despite the fact that the gangs slowly weed each other out by fighting in large arenas to create the most powerful gang that would control the government.Actors

The main character, J.J. McQuade (Norris), is a former Marine and a Texas Ranger who prefers to work alone. He lives in an old trailer in the middle of nowhere with a pet wolf. The film opens with McQuade involved in an intense battle with Mexican bandits and a gang of horse thieves from which he emerges unscathed (saving several Texas State Troopers). Shaking off the dust, McQuade returns to El Paso, Texas to attend the retirement ceremony of his fellow Ranger and close friend Dakota (Jones). After the party, his commander attempts to curb his "lone wolf" attitude by insisting he work with local Texas State Trooper Kayo Ramos (Beltran), a tough but clean-cut and polite Latino. Although divorced, McQuade is on very good terms with his ex-wife, and loves his teenage daughter Sally. McQuade also seems to like Sally's boyfriend Bobby, who is enlisted in the US Army and is respectful of McQuade being a retired Marine.

The story centers around Max Havoc (Mickey Hardt), an ex-kickboxing champion known as "Mad Max", turned globetrotting sports photographer. Max quit kickboxing after accidentally killing a fellow boxer during an unlikely comeback in the ring, but still suffers from flashbacks to the fight. After a bar scuffle over a biker girl (Nikki Ziering), his agent (Diego Walraff) sends him to Guam for a publicity photo shoot. There, Max encounters Tahsi (Richard Roundtree), his former kickboxing coach, now an antiques dealer, and promises to catch up with him later. While photographing an outrigger canoe race from a jet ski, Max rescues Christy Goody (Tawney Sablan), a vacationer who was about to be unwittingly run over by the canoes. In the process, he knocks over one of the canoes, earning the wrath its head rower, Moko (Pyun veteran Vincent Klyn). He is also admonished by Jane (Joanna Krupa), Christy's sister, for his brazen driving. However, she later apologizes and agrees to a dinner date.

Two cops - Sean (Chad McQueen) and his partner Billie (Cynthia Rothrock) are on the front line in the city's never ending war on crime. In addition to the routine small-time robberies they're dealing with on a daily basis, they must face a very dangerous and powerful man called Dalton Rhodes (David Carradine), who's not only a smuggler of guns and stolen luxury cars, but also a master of martial arts. Su Can is a general who leads a military force to save a prince from a large fortress of enemies in the mountains. In return, the prince promises that the Emperor will make him governor of Hu Bei. Su's step brother Yuan is envious of Su, but Su loves him and asks the prince to make Yuan governor instead. Immediately after the events of the previous film, Chev Chelios (Jason Statham) lands in the middle of an intersection after falling out of a helicopter. He is scooped off the street via snow shovel by a group of Chinese medics and removed from the scene. Chev wakes up in a makeshift hospital and sees doctors removing his heart while Johnny Vang (Art Hsu) watches.
