Synopsis
Two cops - Sean (Chad McQueen) and his partner Billie (Cynthia Rothrock) are on the front line in the city's never ending war on crime. In addition to the routine small-time robberies they're dealing with on a daily basis, they must face a very dangerous and powerful man called Dalton Rhodes (David Carradine), who's not only a smuggler of guns and stolen luxury cars, but also a master of martial arts. Police are finding one body after another of mafia related people (all killed with bare hands). Sean and Billie have only vague clues in this case and no idea who's actually behind those murders. An aid in solving the riddle is to come from Sean's troubled younger brother Michael, who's found himself working for the mob boss Rhodes. Soon he'll learn that an easy way to get rich is also extremely dangerous and sometimes lethal.Actors

The main character, J.J. McQuade (Norris), is a former Marine and a Texas Ranger who prefers to work alone. He lives in an old trailer in the middle of nowhere with a pet wolf. The film opens with McQuade involved in an intense battle with Mexican bandits and a gang of horse thieves from which he emerges unscathed (saving several Texas State Troopers). Shaking off the dust, McQuade returns to El Paso, Texas to attend the retirement ceremony of his fellow Ranger and close friend Dakota (Jones). After the party, his commander attempts to curb his "lone wolf" attitude by insisting he work with local Texas State Trooper Kayo Ramos (Beltran), a tough but clean-cut and polite Latino. Although divorced, McQuade is on very good terms with his ex-wife, and loves his teenage daughter Sally. McQuade also seems to like Sally's boyfriend Bobby, who is enlisted in the US Army and is respectful of McQuade being a retired Marine.

An environmental holocaust, which happened because the sun created an onslaught of solar flares made up of red-hot, radiation ridden plasma that nearly destroyed Earth. This left the atmosphere ridden with solar radiation and increased the global temperature greatly. Because of this catastrophe, it leaves almost every human on earth dead, devastates the environment, and collapses all of society and the global economy. Crime rates have drastically increased, and the few human beings left have decided to fend for themselves, therefore, much of the world, including America, have become totalitarian governments. The people in control are gangs of rampaging marauders. In post-apocalyptic America, the once sovereign society has become a corrupt, crime ridden totalitarian wasteland. The few remaining citizens are either hiding in devastated urban areas or are in control of by a series of gangs that now rule the cities with an iron fist. A former cop, John Travis, is a martial arts expert and spends his days undercover, walking across the barren urban landscape. Travis is doing his best to maintain some kind of order, despite the fact that the gangs slowly weed each other out by fighting in large arenas to create the most powerful gang that would control the government.

The police investigate a serial killer Bolo Yeung who seems to target only martial arts masters. One after another is killed in the same brutal fashion. The story centers around Max Havoc (Mickey Hardt), an ex-kickboxing champion known as "Mad Max", turned globetrotting sports photographer. Max quit kickboxing after accidentally killing a fellow boxer during an unlikely comeback in the ring, but still suffers from flashbacks to the fight. After a bar scuffle over a biker girl (Nikki Ziering), his agent (Diego Walraff) sends him to Guam for a publicity photo shoot. There, Max encounters Tahsi (Richard Roundtree), his former kickboxing coach, now an antiques dealer, and promises to catch up with him later. While photographing an outrigger canoe race from a jet ski, Max rescues Christy Goody (Tawney Sablan), a vacationer who was about to be unwittingly run over by the canoes. In the process, he knocks over one of the canoes, earning the wrath its head rower, Moko (Pyun veteran Vincent Klyn). He is also admonished by Jane (Joanna Krupa), Christy's sister, for his brazen driving. However, she later apologizes and agrees to a dinner date.
