The film opens in the ruins of Kali Pahari (Black Hills, a decrepit complex of caves), and introduces the vampire Neola. Neola, a Dracula-like vampire, sleeps in a coffin by day, and transforms into a bat at night to hunt humans from the neighbouring villages. He craves a steady supply of human blood, and a supply of fresh young women (so he may seduce them and spread his evil seed). Neola is assisted by a ragtag bunch of servants who lure innocent humans (mostly women) to Kali Pahari so Neola may easily prey on them. His servants include Mahua (a witch-woman), Mahaguru (an evil priest), a tantrik (evil wizard) and various other henchmen that provide muscle for his evil deeds.

Police Inspector Jai (Govinda) lives a middle-class life with his mother (Aruna Irani) and physically and mentally challenged brother Sunder (Govinda in double role). One day he arrests a man named Pandey, and after questioning him, finds out that the person behind this crime was a man named Guman Singh (Raza Murad). He gets on the trail of Guman Singh, arrests him, and keeps him in a cell. Then a series of explosions creat havoc in the city, with the assailants demanding the unconditional release of Guman. With the police having no clue as to the assailants whereabouts or where they are going to strike next, they release Guman. They threaten Jai with dire consequences, forcing Jai to resign from his job. Hoping that he and his family are safe, Jai starts to re-build his life, along with his sweetheart, Sharmila (Divya Bharti). Then tragedy strikes, his mother is killed in an accident, and his brother is abducted by Jagtap Singh (Kiran Kumar) and Guman, who demand that he return a bag containing their valuables.

Nageshwar alias "Don" heads a vast criminal empire. He has an only son, (Ajay Devgn), who is completely familiar with his dad and his business. Vijay (Rajesh Khanna) is a very proud rich man who thinks money can buy anything. He harbors love for Asha and tries to win her but she rejects him for his arrogance. He gets angry as well as disappointed when Asha marries an account clerk instead. Soon after he is involved in car accident in which he loses his eyesight completely, and the doctor thinks Vijay will need a new pair of eyes. Vijay orders for eyes, but it isn't as simple as Vijay thought, the doctor explains to him that it's difficult to find an eye donor. That is when Vijay realizes that money cannot buy everything in life. Then he starts believing in God and starts chanting prayers. Only a few days after, he finds a donor and his eyes are operated upon. Now Vijay can see and he also has realized that money is indeed very useless in certain circumstances.

Sunil Verma is asked by his boss to impersonate dead Ashok Saxena & steal secret national documents, jewels, gold statues from Devigarh estate. Ashok (race car driver) is the younger brother of Rani Gayatri Saxena's dead husband who was the high commissioner in Manila. In Devigarh only Gayatri knows Ashok by face. Sunil has been briefed well by his boss. Ashok's picture with Gayatri has been replaced by Sunil's. She is unable to prove that Sunil is a fake & asks Sheela (Ashok's ex-fiance) to come as she too knows Ashok by face. Sheela & her father are stopped on their way to Devigarh by Sunil's boss with his subordinates. She is asked to travel alone with Sunil's colleague as driver & identify Sunil as Ashok else her father would be in trouble. Sheela obliges & the driver stays back in Devigarh. Sunil matches Ashok's racing skills. Gayatri is frustrated. Rest needs to be seen.
