Nagendra Naidu (Nagendra Babu) is a powerful police officer. He wants to see his son Radhakrishna (Nitin) also as a good police officer. He always dreams of his son bashing the dons and get a state government's medal which should be presented through his hands. However, his wife Sarala (Kovai Sarala) wants to see her son as a super star. Then a peculiar GO gets passed by which any honest person is eligible for a Police job. As Nagendra Naidu convinces his wife that all the training that is needed for a film hero could be learnt in just three months time in the Police Academy, Sarala agrees to join him in the Police Academy. Radhakrishna falls in love with Krishnaveni (Bhavana) at the police academy. The latter too loses her heart to him. At this juncture, her photo appears in the TV saying that she was a big Naxalite leader. The actual story gets revealed with a small twist. Who created Krishnaveni as a Naxalite or did she really a Naxalite? What happened to the love between Radha and Krishna? How far, Radha was able to fulfil the dream of his father Nagendra Naidu? Answers to all these questions form part of the second half.

Ramu (Venkatesh) leads a carefree life, living along with his widowed mother in a village. He was in love with Usha (Rambha), daughter of Dharmaiah (Gollapudi Maruti Rao), village president. Sitaram (Chiranjeevi) is the son of the benevolent patriarch of his village who has been the Panchayat President for the past thirty years. Sitaram, his family and the village community are victimized by Vasundhara (Lakshmi) and Peddaiah (Kota Srinivasa Rao). Peddaiah's NRI son, Siva (Chinna) comes to the village from America to see Pappi (Ramya Krishna), the eldest daughter of Vasundhara, and a girl of Peddaiah's choice for him to marry, but he decides instead to marry Sitaram's sister, Malleswari (Ooha), a traditional Telugu girl. Peddaiah agrees to the marriage after he realises that the ancestral land which Sitaram's father had distributed to the coolies contains priceless granite deposits. He demands the land as dowry days before the proposed marriage. Sitaram's father refuses to take it back from the coolies. Peddaiah cancels the marriage. Vasundhara is angered by Siva's choice but dupes the coolies, steals their land and makes a deal with Peddaiah. Siva's marriage is fixed with Pappi without his knowledge.

Pedarayudu (Mohanbabu) is a very kind-hearted, disciplined man. He sits on the ancestral throne in his village to do justice (similar to panchayat). He hears all the cases and gives solutions and punishments to the wrong-doers. His wife, Bhanupriya admires and respects him a lot. His brothers Mohanbabu and Raja Ravindra fear for him and also have a lot of respect for him as he has brought them up as his children. The young Mohanbabu marries Soundarya, daughter of an industrialist Satyanarayana. She at first never liked Pedarayudu and her husband for being so timid before his brother but later transforms after knowing his greatness from her father.Raja Ravindra loves his paternal cousin(Anandaraj)'s daughter. In the flashback, Paparayudu(Rajanikanth) father of Pedarayudu orders Anandaraj to marry his servant's daughter whom he raped, though he is his sister(Jayanthi)'s son. His brother-in-law(Chalapathi Rao) shoots at him as he is disappointed by his verdict.Enraged Paparayudu gives his final verdict before dying to abandon their family and whoever visits his house will receive the same punishment and also not to share even a glass of water with them. Anandaraj from then builds envy on his uncle's family and waits for an opportunity to take revenge on them. He plans to bring a lady (Subhashri) as a teacher to the school in the village and tells her to make young Mohanbabu fall for her. She does so to save her father who is in the hands of Anandaraj. He kills her and makes the villagers believe that Mohanbabu has done this. Pedarayudu sentences 10 years of exile for his brother's family. Now Anandaraj comes to know of his daughter's love and tries to kill Raja Ravindra with the help of his goons. Mohanbabu goes in rescue of him and pregnant Soundarya goes to Pedarayudu to convey this message. Jayanthi rushes to Pedarayudu and reveals the truth and tells that he punished his brother without committing any mistake. Mohanbabu takes revenge on Anandaraj and pedarayudu dies on knowing that he gave a wrong verdict. Now Mohanbabu is shown taking the ancestral throne from his brother.
