Synopsis

In year 689 of the Tang Dynasty, Wu Zetian is about to be crowned the first Empress in China despite opposition from Tang officials. To mark this occasion, she has a colossal Buddha figure built overlooking her palace. However, an official inspecting the Buddha's progress mysteriously erupts into flames. Penal officer Pei Donglai and his superior investigate and interrogates the supervising builder, a man named Shatuo, who was formerly imprisoned after he took part in a rebellion eight years ago. They find nothing, however, and Pei's superior dies soon after in the same manner as the official.

Husker, is sent to the Shaolin Temple by the Iron Fisted Monk (Chen Sing), after he saves Sammo from a beating by the Manchu's. After being trained by his master (James Tien) he runs away from the temple, only to be confronted by his master and forced to take the four tests. Whilst this is happening, Fung Hark-On is indulging in his passion for raping women, and is virtually above the law as he is a powerful Manchu officer. He begins by raping Liang's (Chu Ching) sister, who then commits suicide and makes Liang a very angry man. Liang takes his revenge by killing one of those pesky Manchus but everyone thinks Sammo is responsible.

In the 1930s, Foshan is a hub of Southern Chinese martial arts, where various schools actively recruit disciples and compete against each other. Although the Wing Chun master Ip Man is the most skilled martial artist in Foshan, he is unassuming and keeps a low profile. As an independently wealthy man, he feels no need to accept any disciples and instead spends his days training, meeting with friends, and spending time with his family. Chan Foh To (Jackie Chan) is a junkyard mechanic and a part-time race car driver who helps the Hong Kong Police Force in their crackdown on illegal street racing in the country. One night, while helping news reporter Amy Yip (Anita Yuen) and Kong (Ken Lo) after their Mitsubishi FTO runs out of gasoline, Chan commandeers the car with Amy inside to chase after a speeding black Nissan Skyline GT-R R32 driven by the dangerous criminal driver Warner "Cougar" Kaugman (Thorsten Nickel). In the high speed car chase's climax, Chan traps Cougar in a police roadblock and has him apprehended. However, due to a lack of evidence and a warrant for arrest, Cougar is immediately released from police custody. Chan continues to be harassed by Amy, who wants to do a cover story of him.
