At Aquatica, a remote former submarine refueling facility converted into a laboratory, a team of scientists is searching for a cure for Alzheimer's disease. Fluids from the brain tissue of three Mako sharks are being harvested as a cure for Alzheimer's. Unknown to the other scientists, Dr. Susan McAlester (Saffron Burrows) has violated the code of ethics and has genetically engineered the sharks to increase their brain size, but this has the side effect of making the sharks smarter and more dangerous.

Lorna Cole (Rene Russo) is pregnant with LAPD sergeant Martin Riggs' baby; they are not married, but both are thinking about it. Police sergeant Roger Murtaugh's daughter Rianne (Tracie Wolfe), is also pregnant, and Riggs later learns from Lorna that Rianne has secretly married Lee Butters (Chris Rock), a young detective who works at the same station as Murtaugh and Riggs – secretly because Roger had made it clear that he does not want his daughter to marry a police officer. Due to the many disasters caused by both sergeants while on duty, the police department has lost its insurance carrier, and cannot get a new one while they're still out on the streets. Because firing them is not an option, the Chief uses a special privilege and they get temporarily promoted to captains, given that there aren't any lieutenant spots available.

In 1668 Jamaica, Morgan Adams hunts down her uncle and fellow pirate Dawg Brown, who has captured her father, Black Harry. Black Harry has one of three pieces of a map to a huge stash of gold on the remote Cutthroat Island. Dawg has another piece, having stolen it from the corpse of a third brother, Richard, while a fourth brother, Mordechai, has the last piece. Harry refuses to give Dawg his piece and escapes with Morgan's help, but not before being mortally wounded. A dying Harry reveals to his daughter the location of the map piece: on his scalp.

Wyatt Earp (Kurt Russell), a retired peace officer with a notable reputation, reunites with his brothers Virgil (Sam Elliott) and Morgan (Bill Paxton) in Tucson, Arizona, where they venture on towards Tombstone, a small mining town, to settle down. Rangers Gabriel "Gabe" Walker and Jessie Deighan are dispatched to rescue their friend Hal Tucker and his girlfriend Sarah after Hal suffered a knee injury and stranded them on a peak in the Rocky Mountains. Danny Madigan is a teenage boy living in a crime-ridden area of New York City with his widowed mother Irene. To escape from his harsh reality, Danny often skips school to watch movies at the run-down Pandora movie theater, owned and managed by Danny's friend Nick. Nick receives the film reels for Jack Slater IV, the latest in one of Danny's favorite film series about the titular Los Angeles police detective and violent action hero, and offers to show it to Danny at a private screening just before the world premiere. To mark the occasion, Nick tears up a special ticket he received from Harry Houdini years ago, giving one half of the stub to Danny as a keepsake.

A retired rock star, Johnny Boz, is stabbed to death with an ice pick during sex by a mysterious blonde woman at his apartment. Homicide detective Nick Curran investigates, and the only suspect is Catherine Tramell, Boz's bisexual girlfriend and a crime novelist who has written a novel that mirrors the crime. It is concluded that Catherine herself did it or someone who is trying to frame her out of spite. Tramell is uncooperative and taunting in the investigation, smoking in the interrogation room and exposing her bare genitalia in front of the officers. She presents alibis and passes a lie detector test. Nick discovers that Catherine has a habit of befriending murderers, including her girlfriend Roxy, who is later shown to have murdered several young boys on impulse, and Hazel Dobkins, who murdered her family.

In 2084, Earthbound construction worker Douglas Quaid is having troubling dreams about Mars and a mysterious woman there. His wife Lori dismisses the dreams and discourages him from thinking about Mars, where the governor, Vilos Cohaagen, is fighting rebels while searching for a rumored alien artifact located in the mines. At "Rekall", a company that provides memory implants of vacations, Quaid opts for a memory trip to Mars as a secret agent fantasy. However, during the procedure, before the memory is implanted, something goes wrong, and the story diverges between the question of what is real and what is hallucination. Apparently, Quaid starts revealing previously suppressed memories of actually being a secret agent. The company sedates him, wipes his memory of the visit, and sends him home. On the way home, Quaid is attacked by his friend Harry and some construction coworkers; he is forced to kill them, revealing elite fighting-skills. He is then attacked in his apartment by Lori, who reveals that she was never his wife; their marriage was just a false memory implant and Cohaagen sent her as an agent to monitor Quaid. He is then attacked and pursued by armed thugs led by Richter, Lori's real husband and Cohaagen's operative.

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. As an alternative to existing law enforcement, OCP senior president Dick Jones (Ronny Cox) offers the prototype ED-209 enforcement droid, but it accidentally kills a board member during a demonstration.
