In 2084, Earthbound construction worker Douglas Quaid is having troubling dreams about Mars and a mysterious woman there. His wife Lori dismisses the dreams and discourages him from thinking about Mars, where the governor, Vilos Cohaagen, is fighting rebels while searching for a rumored alien artifact located in the mines. At "Rekall", a company that provides memory implants of vacations, Quaid opts for a memory trip to Mars as a secret agent fantasy. However, during the procedure, before the memory is implanted, something goes wrong, and the story diverges between the question of what is real and what is hallucination. Apparently, Quaid starts revealing previously suppressed memories of actually being a secret agent. The company sedates him, wipes his memory of the visit, and sends him home. On the way home, Quaid is attacked by his friend Harry and some construction coworkers; he is forced to kill them, revealing elite fighting-skills. He is then attacked in his apartment by Lori, who reveals that she was never his wife; their marriage was just a false memory implant and Cohaagen sent her as an agent to monitor Quaid. He is then attacked and pursued by armed thugs led by Richter, Lori's real husband and Cohaagen's operative.

Carol Hunnicut (Anne Archer) goes out on a blind date set up by her friend, in a hotel restaurant in Los Angeles with Michael Tarlow (J. T. Walsh), a lawyer about whom she knows very little. When Tarlow receives a message during dinner to call a client, she accompanies him to his hotel suite while he makes the call. While she is in the bathroom in the suite, the client, gangster Leo Watts (Harris Yulin), arrives in person with one of his hit men, Jack Wootton (Nigel Bennett). Watts accuses Tarlow of stealing money from him. After a fearful Tarlow admits that he did, Wootton shoots him to death. Carol witnesses Tarlow's admission that he stole the money and the murder itself from an adjacent room, but Watts and Wootton do not detect her. After they leave, she waits for almost an hour before fleeing the scene. Fearing for her life, Carol does not report the murder to the authorities.

Undercover cop Nick Dunbar's (Arliss Howard) brother Matt (Loren Dean) is accused of killing his teacher, Mr. Bradwood (Mack Harrell) at Adlai Stevenson High School. Nick loses his temper with Hechtor (Larry Pine), the detective in charge, and gets suspended. Nick's partner Ed (Seymour Cassel) pretends to be Nick's dad to enroll him as a student. Matt gives Nick pointers to get people to talk to him. Nick deals with bullies, girls with crushes on him, teachers & staff who range from quirky to bizarre, and a teacher, Robin Torrence (Suzy Amis), to whom he is attracted who thinks he's a teen. The turning point in his popularity (and therefore his ability to get information) happens in the classroom metaphor scene, in which E.E. Cummings' poem she being brand new, is used in its entirety. The character Renard (Michael Huguenor), who had a large part in the script but was mostly edited out of the film, makes his only appearance in this scene.

In a dystopian near-future, Detroit, which is now bankrupt and overrun with crime, gives Omni Consumer Products (OCP) control of its struggling police force. The company plans to replace the poor, run-down sections of Old Detroit with the high-end "Delta City," but must first address the city's high crime rate. As an alternative to existing law enforcement, OCP senior president Dick Jones (Ronny Cox) offers the prototype ED-209 enforcement droid, but it accidentally kills a board member during a demonstration. The film opens with Major Wright fighting alongside Italian partisans in a town near Turin. While the partisans battle the occupying German soldiers in the streets, Major Wright enters a bordello in search of Benito Mussolini. However, after shooting up a closet only to find a dead German officer, Wright is informed by one of the women that 'Il Duce' had already left town. Ray Hughes (Hines) and Danny Costanzo (Crystal) are two detectives working Chicago's North Side, known for their wisecracking demeanors and unorthodox police methods, which get results in their various cases. One such case involves trying to bust up-and-coming drug dealer Julio Gonzales (Jimmy Smits). After arresting Snake (Joe Pantoliano), one of Julio’s associates, they convince him to wear a wire in order to get the necessary evidence to put Julio away. When they approach the meeting place (a cargo ship) they find that Gonzales has acquired a large store of Israeli Uzi submachine guns. Snake is setting the detectives up, however, prompting the detectives to rush in by acting as though Gonzales was preparing to kill him. Gonzales reveals his ambition to be the next "godfather" of Chicago, but chastises Snake for letting the detectives get close, and Snake is shot dead by a subordinate. The pair look as though they will be killed for sure, but two undercover detectives in Julio’s gang step in to make the arrest. In the ensuing gun battle, most of Julio’s gang escape, but Ray and Danny capture Gonzales.

In a bleak post-apocalyptic future, most of Earth's water has been controlled. The Eco Protectorate, a para-military organization, governs the planet's new order.
