There are two neighboring villages in Rayalaseema. Goons head one village and Raghupati Naidu (K Vishwanath) is heading another village. As Raghupati Naidu is peace-loving, his village is dogged by the misdeeds of goons from the neighboring village. In order to save the future of his village, Raghupati Naidu asks one male kid from each family to be given for the purpose of saving the village. The Collector of Anokhapur, Jagatpratap Singh (played by Dilip Kumar) is a stickler for law and order. However, his son, Ravi (Sanjay Dutt) believes that sometimes illegal means may be adopted in order to assert control. This causes conflict between Jagatpratap and his son. Bhushannath 'Dharmendra' Bhadbhole (Kader Khan) is a corrupt Minister of Fisheries. His son, Kailash (Gulshan Grover), and Kabza Kanhaiyalal (Anupam Kher) rape and kill Jagatpratap's maid/servant and also kill Ravi's friend. Instead of being convicted for this crime, they are acquitted because they gave fake alibis. Ravi decides to give these criminals the punishment they deserve. The film begins with election campaigning in Bobbili Village. Sundaraiyah (Gummadi) and Rajeswari Devi (Vanisree) are strong opponents in elections. Rajeswari Devi and her elder brother Ahobala Rao (Kota Srinivasa Rao) plays a lot of tactics to win the elections. But their younger brother Suryam (Vidya Sagar) supports Sundaraiyah and also loves his daughter Rajyalakshmi (Sumitra) and she becomes pregnant. Everybody dishonors her and Ahobala Rao wants to take an advantage of the situation in the election campaign.
