Synopsis
Krish (Ram) is a happy-go-lucky guy who lives with his brother and sister-in-law. He was in love with a girl named Manju (Sheela). Manju happens to be the daughter of Simhachalam (Mukesh Rishi). Krish's only intention is to become rich by marrying her and doesn't have any feelings whatsoever towards her.He weaves a love story between him and a girl called Meenakshi aka Meenu (Hansika Motwani)to make Manju fall for him. He also meets Meenu and he starts to like her for real and falls in love with her.Actors

There are two neighboring villages in Rayalaseema. Goons head one village and Raghupati Naidu (K Vishwanath) is heading another village. As Raghupati Naidu is peace-loving, his village is dogged by the misdeeds of goons from the neighboring village. In order to save the future of his village, Raghupati Naidu asks one male kid from each family to be given for the purpose of saving the village. Raghupati Naidu selected his fourth son Narasimha Naidu as his family's contribution towards the security of the village. All these kids will be trained and prepared to protect the village. After 15 years, Anjali (Preeti Jhangiani), the niece of Jaya Prakash, who happens to be from the goons' village who later settled in another village. Narasimha Naidu sets up a naatya ashram to teach classical dance to the students. Anjali falls in love with Narasimha Naidu at the first sight. Anjali joins Narasimha Naidu as the student and tries to make Narasimha Naidu fall in love with her.

Inspector Ramaraju (Nandamuri Balakrishna) is a sincere police officer or who people call a Rowdy Inspector which is his titular role. Auto Rani (Vijayashanti) is an auto driver who falls in love with Ramaraju and helps him out with his missions. He arrests every goon that he sees. Bobarlanka Ramabrahmam (Mohan Raj) is an underworld don who rules areas filled with rowdies. Home Minister Karanam Kaasiah (Kota Srinivasa Rao) and the S.P. (Captain Raju) are his supporters. Ramabrahmam tries to show Ramaraju who's boss for messing with his gang of goons. The Collector of Anokhapur, Jagatpratap Singh (played by Dilip Kumar) is a stickler for law and order. However, his son, Ravi (Sanjay Dutt) believes that sometimes illegal means may be adopted in order to assert control. This causes conflict between Jagatpratap and his son. Bhushannath 'Dharmendra' Bhadbhole (Kader Khan) is a corrupt Minister of Fisheries. His son, Kailash (Gulshan Grover), and Kabza Kanhaiyalal (Anupam Kher) rape and kill Jagatpratap's maid/servant and also kill Ravi's friend. Instead of being convicted for this crime, they are acquitted because they gave fake alibis. Ravi decides to give these criminals the punishment they deserve. As Ravi knows this will cause a conflict with his father, he decides to leave home. He then becomes a police inspector. This does not heal the father-son bond as he still has different ideas about the meaning of justice. After deliberating on the statement that "the law is for human beings but not for monsters", the father finally agrees to join his son in his fight against the corrupt minister.
