Synopsis

Inspector Ramaraju (Nandamuri Balakrishna) is a sincere police officer or who people call a Rowdy Inspector which is his titular role. Auto Rani (Vijayashanti) is an auto driver who falls in love with Ramaraju and helps him out with his missions. He arrests every goon that he sees. Bobarlanka Ramabrahmam (Mohan Raj) is an underworld don who rules areas filled with rowdies. Home Minister Karanam Kaasiah (Kota Srinivasa Rao) and the S.P. (Captain Raju) are his supporters. Ramabrahmam tries to show Ramaraju who's boss for messing with his gang of goons. Ramaraju fights him back as one day Ramabrahmam sends Koti (Srihari) and his goons and stab Ramaraju's grandmother (Nirmalamma) as Ramaraju beats them up and luckily saves her with the help his younger brother Gandhi (Harish)'s college lecturer (Arun Kumar).

The film is set in the backdrop of lorry driver's union who are compelled to work under a power-hungry owner Ranganayakulu (Raja Krishna Murthy) and thereby becoming victims of exploitation. There are two neighboring villages in Rayalaseema. Goons head one village and Raghupati Naidu (K Vishwanath) is heading another village. As Raghupati Naidu is peace-loving, his village is dogged by the misdeeds of goons from the neighboring village. In order to save the future of his village, Raghupati Naidu asks one male kid from each family to be given for the purpose of saving the village. Raghupati Naidu selected his fourth son Narasimha Naidu as his family's contribution towards the security of the village. All these kids will be trained and prepared to protect the village. After 15 years, Anjali (Preeti Jhangiani), the niece of Jaya Prakash, who happens to be from the goons' village who later settled in another village. Narasimha Naidu sets up a naatya ashram to teach classical dance to the students. Anjali falls in love with Narasimha Naidu at the first sight. Anjali joins Narasimha Naidu as the student and tries to make Narasimha Naidu fall in love with her.

The film begins with election campaigning in Bobbili Village. Sundaraiyah (Gummadi) and Rajeswari Devi (Vanisree) are strong opponents in elections. Rajeswari Devi and her elder brother Ahobala Rao (Kota Srinivasa Rao) plays a lot of tactics to win the elections. Ahobala Rao plays a game and keeps the blame on Sundaraiyah & Rajyalakshmi, both of them are arrested, but somehow they escape from jail and reaches a forest.
