Two years after throwing his fight with Tank Murdock at the end of Every Which Way but Loose, Philo Beddoe (Clint Eastwood) keeps fighting in underground bareknuckle boxing matches to make money on the side. Philo decides to retire when he realizes that he has started to enjoy the pain. Philo and his manager Orville (Geoffrey Lewis) decide to end his career. Wayne Cheung (Kenny Ho) is a rich heir who impulsively committed a crime because he was unable to accept the fact that his mother remarried. After being sentenced to prison, he is bullied by his inmates but is helped by his roommate Henry (Andy Lau), whom he befriends. After release, Wayne goes to study law in Britain while Henry joins the triads due to his family environment. Two years later, Cheung returns and becomes a lawyer while Henry also becomes a gang leader. Due to his conflict with another triad leader Charlie Ma (William Ho), Henry's pregnant wife Winnie (Gigi Lai) is raped and killed. After completing his training of ninjutsu within Japan as a Ninja, an Angolan Bush War veteran by the name of Cole (Franco Nero) visits his war buddy Frank Landers (Alex Courtney) and his newlywed wife Mary Ann Landers (Susan George), who are the owners of a large piece of farming land in the Philippines. At the end of the Qing Dynasty due to poverty and starvation, Ma Wing Jing (Takeshi Kaneshiro) and his older brother Ma Tai Cheung (Yuen Wah) flee from their harsh homeland to the big city of Shanghai to make their fortune.
