Balakumaran (born 5 July 1946) is a Tamil writer, author of over 150 novels, 100 short stories, and dialogue/screenplay writer for over 14 films. He has also contributed to Tamil periodicals such as Kalki, Ananda Vikatan and Kumudam.

Vallavan (Silambarasan) is a happy-go-lucky college student with a set of friends. Bala (Santhanam) & Suji (Sandhya) are two of Vallavan's friends. When they're at the temple, he sees Swapna (Nayantara). He immediately falls in love with her.. While Vallavan’s at the college, Swapna shows up. She's revealed to be a teacher, who’s three years older than Vallavan. He decides to woo her by turning into Pallavan, an ugly duckling with buck teeth and glasses. Pallavan makes Swapna fall in love with him for his heart, even though he is ugly and they both eventually fall in love and make love. But when Swapna comes to know that Pallavan is younger than her (from one of Vallavan's enemies in school) and that too a student, she dumps him and decides to marry another guy. Meanwhile a sequence of events take place, much to the chagrin of Vallavan who is highly insulted by them. As Vallavan walks in the streets wondering how things could get so messy, he recalls his school life.

Prabhu, the chairman of Chennai's Government Arts College, is asked by his Principal to invite the Governor of Tamil Nadu, Kakarlal Sathyanarayana Moorthy, to be the chief guest on the annual day of the college. When he goes to invite Kakarlal, he bumps into his daughter, Shruthi, instantly falling in love with her. To propose his love for her, he even joins in the same dance class as her. She too subsequently gets to know more about him and falls in love with him. Since there is considerable fear of terrorism in the state, Kakarlal does not permit his daughter to travel anywhere without bodyguards. On one occasion, she manages to give them the slip and runs away with Prabhu at a dance festival. Shortly after, there is the threat of a bomb being planted. Shruthi is immediately brought home and Prabhu is arrested. Shruthi is forbidden to see Prabhu. After being beaten severely, Prabhu is released from police custody and taken back home, tended by his police father Kathiresan. He then goes to meet Shruthi unaware of the changed circumstances. This is where he finds evidence that will lead him to a hideout of bomb specialist Mallikarjuna who is the mastermind of all the bomb blasts. Prabhu realizes that Mallikarjuna has been working for Kakarlal to kill innocent civilians with bombs. Kakarlal pays Mallikarjuna to put a bomb in Government General Hospital. Kakarlal betrays Mallikarjuna by killing him with a (bomb radio). Unfortunately, Mallikarjuna survives but he's wounded. Mallikarjuna changes the time, so the bomb can explode earlier. When Kakarlal shows up, he realizes that Mallikarjuna's still alive but Mallikarjuna disappears again. Prabhu and other people take the patients out of the Government General Hospital. Kakarlal, Kakarlal's wife, and Shruthi get stuck in an elevator. Prabhu finds the bomb and manages to get out of the hospital as soon as possible, so he can throw the bomb off the bridge into the water. The bomb explodes in the water. After Shruthi gets out of the elevator, a wounded Mallikarjuna breaks from the top and electrocutes Kakarlal to death. Mallikarjuna also dies because of blood loss. The film ends with the reunion of Prabhu and Shruthi. It's presumed that Prabhu and Shruthi got married.

Gopalsamy (K. Bhagyaraj) is a poor B.A graduate who travels to the city from his town to earn money and pay for his mother's eye operation, but he is unable to make ends meets, or even put food on the table. He meets a Brahmin priest who sells food by employing young boys whose identities he changes according to their target customers. The priest compels Gopal to change his identity, pretend to be a Brahman and sell food in the nearby agraharam. But Gopal does not want to do so, as he feels it is wrong to wear the sacred thread whilst being a non-Brahmin. In the end, though, his circumstances compel him to don the identity of a Brahman, and he sets off to perform Ganapati homam along with three other priests.

Parimalam (Urvasi) is a mischievous nubile lady who perennially plays pranks on unsuspecting villagers, aided by her gang of preteen children. These often end her and the gang in the panchayat. A widower (K. Bhagyaraj) enters the village with his infant child (Sujitha) to take up the vacant teacher's post in the local school and is immediately pranked by Parimalam's gang upon his arrival. Parimalam's playful nature transforms into love when she learns that he's a widower. She tries many ways to win the teacher's heart, but fails every time. The teacher believes that a stepmother could not care for his child. As a desperate measure to attain him, Parimalam falsely accuses the teacher of molesting her. She even swears upon the teacher's child's life to prove her case at the panchayat. The teacher is then forced to marry her against his wishes. However, he vows never to touch Parimalam and to remain forever in celibacy. Parimalam relentlessly tries to seduce him by various methods. All her advances are ignored by the husband. Faced with the prospect of never attaining her husband's love, Parimalam decides to take the drastic measure of going through a tubal ligation procedure. With this she hopes that her husband will understand that she would never ill treat his son as a stepmother. Shocked upon hearing of Parimalam's decision, the husband rushes to the hospital to prevent her from undergoing the procedure. He reaches the hospital to find Parimalam unconscious on the bed and assumes she has already undergone treatment. However, the doctor assures him that she has not been operated as he found Parimalam to be a virgin and realized that she must have wanted the operation under duress. The story ends with the couple happily united and in the process of planning for another child.

The story is set in the backdrop of the slums of Pudhupettai in Chennai, as the title suggests, where a high school kid Kokki Kumar (Dhanush) sees his mom dead after he comes back from watching a film. His father, the murderer is also planning to kill his son Kumar. Kumar sensing danger runs away from home. Homeless and with no food Kumar resorts to begging until he is falsely arrested while standing by and watching a commotion on the street. In jail he befriends handymen of a local goon who take Kumar with them and give him petty jobs to do. In a confrontation with goons of another gang Kumar kills the brother of his enemy gang's head Murthy thus earning the respect of his gang and making enemies for himself both within his gang and outside.

Jayachandran (Simbu) is an orphan working in a hotel as a helper. It is assumed he gets his title name "Thotti Jaya" as he is found in a garbage bin as an infant. One day he beats and fends off a man who gets into a squbble with the hotel owner. The following night the hotel owner rewards him with cash and dreads him the next morning. He realizes people only respect people they fear. So he walks out from the hotel and reaches chennai. He is spotted by Seena Thana (Pradeep Rawat) and hired as a hench man.In an incident, Jaya gets entangled in a political and police trap. To escape from police, Jaya slips to Calcutta and goes into hiding. Meanwhile, Brinda (Gopika), a college lass from Kanyakumari comes to Calcutta on a tour along with her friends. Pimps operating in the red light area of Calcutta take away Brinda. Jaya accidentally meets Brinda when she tries to escape from the gang. He helps Brinda escape from the gang and takes her safely to Kanyakumari. On her way back home by train, Brinda starts admiring Jaya's niceties and gradually falls in love with him. When she expresses her desire, Jaya reciprocates her love, and both decide to enter into wedlock but little does he know that Brindha is actually the daughter of Seena Thana. Jaya takes away Brinda from her house and thus, earns the wrath of Seena Thana. Angered by this, Seena Thana summons his rowdy gangs and plots to bump off Thotti Jaya. How Thottijaya accomplishes his hopes of marrying Brinda is told in the remaining part of the story.

The film starts off by showing Chithambaram (Prakash Raj), and how he's an important man in the village. He is an adamant character who always sticks on to his decisions. When the temple festival starts, Kausalya (Priyanka) goes to her grandfather's house to celebrate. There she meets Suresh (Vikram) and they fall in love. Meanwhile, Chithambaram gets into many conflicts with Suresh, not even knowing who the other was. All the things that Suresh did were unintentional but Chithambaram doesn't realize this. When the day comes that everyone in Kausalya's grandfather's's home find out that Suresh and Kausalya are in love, they try to get Chithambaram (Kausalya's father) to agree to the wedding. A district collector, a judge, and a police official are all kidnapped in broad daylight. The kidnapper cocking-a-snook at the establishment, calling himself 'Citizen' and appearing in different disguises to get at his targets. C.B.I. officer Sarojini (Nagma) finally traces the common factor among the kidnapped trio to the fictional hamlet of Athippatti, consisting of fishermen. But to her surprise both the village and its 690 odd inhabitants seemed to have been wiped away from the face of the official gazette maps. The diggings tell a story of a mass massacre that must have taken place about a couple of decades back. 'Citizen' is finally apprehended. He comes out with his story of the gory happenings at Athippatti and how he, as a little boy, had been the sole survivor of the nightmare that gripped the village that day from the map of India, twenty years back. The entire village was wiped off including women and children by the three kidnapped officials because of their greed for power and money. Ajith wants the citizenship of the three government officials revoked including their families as a punishment for their atrocities to the inhabitants of Athippatti.
