Fulvio arrives in a small town in Campania, because he is fired in the company where he worked. In country, Fulvio meets his brother, Don Germano, the pastor. Don Germano reveals Fulvio that the situation in the country is desperate, because it does not come as tourism, and because the citizens media are ancient. One day, while Don Germano is celebrating Mass, a loss of the ceiling of the chapel poures water on the face of the statue of St. Thomas Aquinas. An old female devout believes it is a miracle, because she sees the statue very sad. The news spreads, and so there create pilgrimages from all cities over Italy, cleverly exploited by Fulvio. The famous Italian football coach Oronzo Canà has retired to a villa in Apulia. Now, old and tired, he is enjoying a quiet life there, cultivating his vineyard, when suddenly he is summoned to Milan, in northern Italy. There the elderly chairman of a great Lombard ("Longobarda") club is suffering from dementia and has lost his powers of judgement, and the club's manager has been fired. He has decided to bring back Oronzo Canà as trainer, remembering him from his great football team of thirty years before, tasking him with bringing the club back to its old winning ways. Rome, Year of our Lord 1809. The Pope Pius VII with his cardinals and ministers manages both temporal and spiritual power of the Papal States in Italy. The Marquis Onofrio del Grillo is one of his favorites, but even the worst of all the nobility. As a privileged and protected nobleman, Onofrio feels free to play his pranks on the poor people without any fear of the consequences. On one occasion, when he is arrested at a dinner with common criminals, he turns to the populace in a vulgar speech, claiming that his nobility allows him to do what he wants, and that they, being poor, are not worth anything. Memorable is the dispute between the poor Jew Aaron Piperno and the Marquis for the payment of a salary. Aaron is amazed when Onofrio refuses to pay with the argument that his creditor being a Jew is a murderer of Jesus. Aaron brings his case to court, but Onofrio wins the lawsuit by corrupting the judges and the cardinals. Piperno is condemned and mocked by the people, and Onofrio announces to the Pope that justice has just died in his States.

The innkeeper Mirandolina is a beautiful girl, and for her beauty the Count of Albafiorita (Conte di Albafiorita) and the Marquis of Forlimpopoli (Marchese di Forlimpopoli) fall in love. In Italy come the eighties, a sign of progress, innovation and tolerance, but not for most of the country and especially for the company where he works Ugo Fantozzi who is always forced to endure oppression and injustice on the part of its directors.
