Synopsis
The story centers around a group of people that arrive at Hart Island, which has recently been purchased by real estate tycoon Rupert King to build what he calls Hope City, supposedly to help the poor and homeless of the city. The only problem is that the city of New York has been burying their unknown and unclaimed dead there since 1869. The group of people include King along with his personal assistant, a New York cop looking for a missing girl's body, and some employees from the Department of Corrections with inmates used to bury the unknown dead.Actors

Judy Sanders (Robin Frates), an employee of a genetic research facility named EMAX, contacts TV personality Lori Tanner (Ally Sheedy), planning to meet after work so she can show Lori the atrocities and animal cruelty that go on in EMAX's laboratories. Dr. Jarret (Lance Henriksen), a scientist performing vivisection and genetic altering, discovers the plan and sets one of his experiments on Judy, killing her. Lori arrives at EMAX, but when Judy does not appear, she breaks into the laboratory and films the various animals that are being experimented on. She discovers a Tibetan Mastiff named Max who does not appear to have been experimented on and lets the dog out of his cage. Dr. Jarret discovers that there is an intruder in the laboratory and chases Lori out of the building, with Max following Lori into her car as she drives away. Jarret immediately goes to the police and complains that his dog has been stolen. Later that day, when Lori goes shopping, a mugger (Thomas Rosales, Jr.) steals her purse. Max chases the thief, brutally kills him, and brings Lori's purse back to her.

Two pilots named Shoichi Tsukioka and Koji Kobayashi are hunting for schools of fish for a tuna cannery company in Osaka. Kobayashi's plane malfunctions and is forced to land near Iwato Island, an uninhabited strip of rocks formed by volcanic eruptions. Tsukioka then looks for Kobayashi and finds him safe, with only a wrist sprain. While talking, the two men hear some strange sounds and find two monsters fighting. Tsukioka immediately recognizes one of the monsters to be Godzilla. The two monsters then fall off a cliff, into the ocean.

A man with Neanderthal features and wearing pajamas stumbles through the Arizona desert, falls and dies. Dr. Matt Hastings (John Agar), a bright, handsome and sympathetic doctor from the small town of Desert Rock, is called to view the body. Asked to give an opinion as to cause of death, he finds himself perplexed. Surprised to learn the deceased was someone he knew – biological research scientist Eric Jacobs – Dr. Hastings suggests he be given permission to perform an autopsy to learn why the man's face is distorted beyond recognition. The sheriff refuses, judging an autopsy unnecessary as Jacobs' associate, Dr. Gerald Deemer (Leo G. Carroll), signed the death certificate and there is no indication of foul play.

A megalodon (prehistoric shark) is accidentally awakened by an oil company's explorations, trapping a group of art thieves and a group of young female college students on an abandoned island in the middle of a lake. A team of researchers funded by a Manhattan pharmaceutical firm – Jack Byron, Gordon Mitchell, Sam Rogers, Gail Stern, Cole Burris, and Ben Douglas – leave for a jungle in Borneo to search for a "blood orchid", a flower they believe can be used as a type of fountain of youth. Though their guide Bill Johnson has misgivings about which path to take, Jack bribes him to take an unsafe path. The team goes over a waterfall and has to wade through the river. A giant anaconda emerges from the water and swallows Ben whole, but the rest of the team escapes the river. Bill assures them that it was the largest snake he has ever seen and that it should take weeks for it to grow hungry again; however, most of the team demands that the expedition be called off. They travel to Bill's friend, John Livingston, who lives on the river to see if Johnson can borrow his boat; however, they find Livingston dead and his boat crashed.
